Yes and yes.  Although it can be overused, spanking is sometimes that's the best way to get your point across.

Yes I would, not hard and not in excess. A little slap in the rear end is ok and considered legal here in the US, but when you grab your kids by the arm and pull them up off the ground and wack the goo out of them, theres an issue. I think it should be used in moderation, but beating your kids? No..

And very rarley to the other question. Yes, I was, but not very often. I would get yelled at more-so and words hurt more in my opinion.

I was never spanked as a child, not that I remember too well, and I would not spank any child because I am not having any.

I personally think its a bad punishment, it only teaches them to use violence as a means to punish people, my parents firmly believe this as well.

To me, that constitutes as beating and sexual abuse. At the same time.

I was spanked as a child, probably because I was ADHD. I would Spank my children if I had too, if I had a kid and he did something really bad I'd spank him. But most of the time I wouldn't.
