Does anybody know a professional way to make techno music for free? I'm really desperate here.

FruityLoops is amazing if you know what your doing. You need additional beats and other stuff to really make good stuff.

Its not free though.

If you want to boot into Linux, you can try Ardour; thats free, but very complex.

There is also Adobe Audition, but its pretty expensive.

Audition though is for recording sounds, not making them.

Your best solution Wormy Lives! is to buy an inexpensive MIDI keyboard and MIDI card and make your own stuff. Just experiment using Maestro (or similar software) and you'll make some cool stuff probably.
