Well of course I do not think sex is right when you are still a teen, or a child. but i think they should still hand them out. Kids and teens will have sex, with or without condems. I know people who got desperate and used a plastic sandwich baggie. So i think it will cut down on the STDs and everything else.

here's the issue tho....if you hand them out, then people will feel the need to have sex.

if you just inform the kids that condoms are available in the nurse's office in health class, then all should be fine and dandy.

It would always be a good idea. The birth rate is supposed to crest at around 9 billion in 2050, that's definetly enough to cause a malthusian catastrophe.

Maybe not handing them out, but making them readily available would be the correct term.

Handing out says "Here. Go have sex. It's okay!"

Making them available says "Okay.  Well they're here if you need them."
