Tagtag has been around for awhile. Besides, as long as you save a file in .wml and use .wbmp's, any site can be a WAP site as long as you point your cell phone to the exact url of the WAP page.

Just upload the WML files to whatever host and point to them on your phone ex (http://www.google.com/index.wml)
