Yes. That's actually what it says directly out of my Elementary Ed book. "Either dicipline them or tell them that you will not dicipline them because you are too lazy. If you choose dicipline, be ready with a set of standards for the dicipline"
Isn't anything...once again, I don't agree with what the cop did, but he was called in to do his job. There is no rule about age so he did what he wanted to do.
On a side note, I think that because of all of the junk with money, jobs, and other nonsense, more kids will grow up with parents that have less money. This will, in turn, lead to kids that aren't little ::Dolphin Noise::s that get whatever they want.
